U.S. Rep. Elijah Cummings (D-Md) said he has tried to give Trump 'the benefit of the doubt' regarding racism, but there is 'no doubt about it' anymore

It's rare and unusual for an acting US lawmaker to call the president of the United States an outright racist, but U.S. Rep. Elijah Cummings (D-Md) did just that Sunday morning, saying the question regarding President Donald Trump is no longer debatable in his view.

'I believe he is... yes, no doubt about it,' Cummings told 'This Week' host George Stephanopoulos on the latest episode of ABC News' Sunday morning talk show.

The two men were discussing the ongoing political firestorm and fallout over Trump's July 14 tweets suggesting four U.S. Congresswomen of color who've been critical of the nation, and specifically Trump's border policies, 'go back and help fix the totally broken and crime infested places from which they came.'

Trump's remarks suggested to many, including some prominent Republicans, that the racially and ethnically diverse Democratic foursome known as 'The Squad,' aren't truly Americans themselves.

The fourth - U.S. Rep. Ilhan Omar (D-Minn) - was born in Somalia, but was brought to the U.S. as a child before becoming a naturalized citizen at age 17.

Cummings said he's tried giving Trump 'the benefit of the doubt' on being a racist when the president made other divisive remarks in the past, but that changed Wednesday when Trump supporters at a North Carolina campaign rally chanted 'send her back,' in reference to Congresswoman Omar.

The 68-year-old Cummings, who has served 37 years in Congress and once served as chair of the Congressional Black Caucus, said the moment reminded him of what he endured at age 12 during the 1960s when he and members of his community marched in support of integrating a local public swimming pool.

'I heard the same kinds of chants, "Go home," "You don't belong here,"' Cummings said. 'They called us the n-word over and over and over again. I'm not the only person of color who has had those kinds of experiences...

'What it does when Trump does these things,' Cummings continued, 'it brings up the same feelings that I had over 50-something years ago. And it's very very painful. It's extremely divisive.'

Trump and his surrogates have tried to downplay his supporters' 'send her back' comments on Twitter and during interviews since Wednesday night.

On Thursday, the president told reporters he 'was not happy with it,' when the chants began and that he tried to talk over those who were reciting them.

But on Sunday, the president doubled down on his remarks regarding the Squad, tweeting that the four congresswomen 'should apologize to America (and Israel) for the horrible (hateful) things they have said.'

'They are destroying the Democrat Party,' Trump continued, 'but are weak & insecure people who can never destroy our great Nation!'

For Cummings, the president's latest remarks have crossed a line when it comes to bigotry. 

'I just don't think that this is becoming of the president of the United States of America, the leader of the entire world. We can do better than that,' he said.

Several Republicans, including U.S. Senator Tim Scott (R-SC) and U.S. Rep. Will Hurd (R-Texas) - the only African American GOP members in the House and Senate - have denounced Trump's 'go back' remarks.

They have been joined by House Republican Conference Vice Chairman Mark Walker (R-NC) and Minority Leader Kevin McCarthy (R-Calif) in condemning the xenophobic remarks.

On Tuesday, four House GOP members - Hurd, Rep. Susan Brooks (R-Ind), Brian Fitzpatrick (R-Penn) and Fred Upton (R-Mich) - voted with Democrats in favor of a resolution condemning Trump's remarks, but an overwhelming majority of Republicans voted against the measure.
