TRUMP'S OWN OFFICIALS PAY FOR HIS ANGER OVER BORDER

WASHINGTON — Stephen Miller was furious — again.
The architect of President Trump’s immigration agenda, Mr. Miller was presiding last month over a meeting in the White House Situation Room when he demanded to know why the administration officials gathered there were taking so long to carry out his plans.
A regulation to deny welfare benefits to legal immigrants — a change Mr. Miller repeatedly predicted would be “transformative” — was still plodding through the approval process after more than two years, he complained. So were the new rules that would overturn court-ordered protections for migrant children. They were still not finished, he added, berating Ronald D. Vitiello, the acting head of Immigration and Customs Enforcement.
“You ought to be working on this regulation all day every day,” he shouted, as recounted by two participants at the meeting. “It should be the first thought you have when you wake up. And it should be the last thought you have before you go to bed. And sometimes you shouldn’t go to bed.”
A few weeks after that meeting, the consequences of Mr. Miller’s frustration and the president he was channeling have played out in striking fashion.

Mr. Trump has withdrawn Mr. Vitiello’s nomination to permanently lead ICE and pushed out Kirstjen Nielsen, his homeland security secretary. The department’s acting deputy secretary, Claire Grady, and the Secret Service director, Randolph D. Alles, are departing as well. And the White House has made it clear that others, including L. Francis Cissna, the head of United States Citizenship and Immigration Services, and John Mitnick, the department’s general counsel, are likely to go soon.
Mr. Trump insisted in a tweet on Saturday that he was “not frustrated” by the situation at the border, where for months he has said there is a crisis that threatens the nation’s security. But unable to deliver on his central promise of the 2016 campaign, he has targeted his administration’s highest-ranking immigration officials.
And behind that purge is Mr. Miller, the 33-year-old White House senior adviser. While immigration is the issue that has dominated Mr. Trump’s time in office, the president has little interest or understanding about how to turn his gut instincts into reality. So it is Mr. Miller, a fierce ideologue who was a congressional spokesman before joining the Trump campaign, who has shaped policy, infuriated civil liberties groups and provoked a bitter struggle within the administration.
White House officials insisted to reporters last week that they had no choice but to move against administration officials unwilling or unable to make their agencies produce results. One senior administration official at the White House, who requested anonymity to discuss what he called a sensitive topic, said many of the administration’s core priorities have been “either moving too slowly or moving in the wrong direction.”



NOTE:  The above are the opening paragraphs to a longer Times article that describes Trump's and Miller's anger over the failure of various DHS offices to implement Trump's (actually Miller's, apparently) anti-immigration policies.  

Further on in the piece, Miller is quoted as bemoaning how illegals get welfare benefits and, in fact, there is some White House proposed legislation to deal with this monstrosity, to outlaw illegal aliens from receiving welfare.  The reality is, however, that while some states do allow undocumented folks to receive driver's licenses and work permits, and some do receive medical benefits through their employers, illegal aliens are neither eligible for nor do they receive "welfare benefits" like SNAP or Medicare or Medicaid.  

U.S. law already prohibits such immigrants from receiving most federal benefits. There are some exceptions, such as emergency medical care; short-term, non-cash emergency disaster relief; limited housing or community development assistance to those who were already receiving it in 1996; public health assistance for communicable diseases; and programs such as soup kitchens.

Whether Mr. Miller is simply mis-informed about this fact or whether he is simply pushing what is a popular if erroneous meme, is irrelevant.  If it roils Trump's base then it must be true.

What's most interesting are the number of instances that Miller excoriated DHS officials at the meeting described in this article for not implementing Trump's policies like having Border Patrol agents conduct asylum interviews rather than immigration judges and defying court ordered protections for migrant children to name two instances.  In essence, although not surprisingly, what Miller and Trump are demanding is that DHS officials break the law.  This is classic Trump:  if you don't like a particular law, then just ignore it and proceed apace  

From the very beginning (remember the magisterial escalator ride in Trump Towers?) Trump's immigration "policies" have simply made a bigger mess out of a complicated issue.  From the very beginning Trump has spun - let's call it for what it is: lied - about the folks from Central America who are presenting themselves at our border.  It's clear from the many interviews of Salvadorians, Guatemalans and Hondurans we've seen over the past couple of years that they are not, as Trump describes them, murderers, rapists and drug lords, but folks who are fleeing violence and terror in their home countries.  This was also the false meme the right wing (Rush Limbaugh) pushed during the Obama Administration.  It was a lie then and it's a lie now.   

 The only solution - legal solution - lies in the hands of Congress.  But this body is currently incapable of of addressing any of the important issues facing America, including immigration.  The last time comprehensive immigration reform was taken up by Congress was during the Bush Administration in 2007.  It failed.  Right now DACA immigrants and Temporary Protected Status (TPS) asylum seekers are left in limbo as Congress has failed time and time again to address these two programs.   The courts have deemed the Trump Administration's redaction of the TPS program illegal.  

We all recognize how vital "immigration" is to Trump and Stephen Miller.  The Central American asylum seekers, with no legal standing since they are not U.S. citizens, serve as the perfect scapegoats for the wide range of real and imaginary slights and hurts felt by Trump's supporters whether we are talking about jobs, lost industries, or expensive health insurance.  So the Trump Administration can and will continue to use folks fleeing crime and tyranny in their home countries as convenient targets to maintain his standing among his supporters with no practical solutions in sight.   And given the strategies the Administration is bent on using, it will continue to be the unholy mess that it has become.
